Detailed Engineering Assessment (DEA)
A Detailed Engineering Assessment (DEA), also known as Front-End Engineering Design (FEED) or Basic Engineering, is a comprehensive, detailed study performed after conceptual design but before final procurement and construction. It is the bridge between a project concept and its execution.
The primary goal of a DEA is to define the project with enough detail to establish an accurate cost estimate (±10-15% accuracy), identify key risks, and develop a robust execution plan, enabling the client to make a final investment decision (FID).
Key Objectives of a DEA
- Technical Definition: To define all technical aspects, specifications, and design bases of the project in exhaustive detail.
- Capital Cost Estimation: To produce a Class 3 / Class 2 Cost Estimate (per AACE International guidelines) with sufficient accuracy for financial commitment.
- Risk Identification & Mitigation: To identify all major technical, commercial, and execution risks and propose mitigation strategies.
- Procurement Strategy: To define the procurement plan, identify long-lead items, and prepare tender packages for major equipment and construction contracts.
- Schedule Development: To create a definitive project schedule, identifying the critical path and key milestones.
- Permitting & Regulatory Compliance: To ensure the design meets all regulatory requirements and to advance necessary permit applications.
